There is flicker strike, its a monk skill and it now consumes power charges.
Charge sustain likely won't be as easy as it was in poe1 tho.

They've showed Flicker Stricke with the Monk in the live stream 2 weeks ago as far as i remember. At least the skill was visible during the gem cuttings presentation during live stream.
So i guess, yes?

edit: what Recjawjind said :)

I think it is linked to quarterstaff not just monk. I dont think weapons are specific to 1 class we will see soon

Quartastaff, cool i saw you can use a 2hand weapon, in one hand as Warrior Titan

any class can use the skill of any other calss just like on poe 1. It might be 'best' for monk because he will have easy access to stuff that synergizez with it but anyone can pick it up

it does specifically call out a quarterstaff. so you would need the attributes to use the quarterstaff

They've made flicker strike worsen in poe2 since he won't be as tanky as before

While that's true, it's not entirely accurate. There are absolutely some skills that are tied to weapons. Your skill choices just aren't tied to a class unless that specific skill is part of an ascendancy.
