well poe 1 didnt have an seperate launcher if you started via steam, so i doubt poe2 will have a seperate launcher if you start from steam.
as others have stated: you will download a smaller patch and steam will then decrypt and check your files and you will be able to start the game and most likely you will face an login que of like 30-60min cause of the massive amount of player wanting to enter.
