Is Alva Valai going to return?

I really liked her I hope she's in the game and has a bigger role. Anyone know?

Yes, she should be in Act 3. She was in one of main story quests they showed off at ExileCon last year.

It seems Incursion is not a mechanic though, so she's just a story character. Maybe they'll add Incursion back at a later date though.

Alva is in the base game, she manages the currency exchange.

As far as the incursion mecanic, I'm pretty sure Johnathan has already said it was his favorite mecanic (or at least one of its favorite) so it's probably going to find its way back in the game at some point.
