You can just start with the lowest one, play the game and then decide to invest in whatever tier you want to 'upgrade' it.
by MAX value.. you mean you want more keys???? or something else?
You get ALL tiers if you buy the top tier. If you buy the third one you get 3, 2, and 1 tier stuff..... So not really sure what you are asking.

Not sure what you are asking again.... If you get 6 keys from GGG for early access, you can hand 5 of them to your friends.
max value meaning best value for my money which of course is subjective

And on the PoE site you can always upgrade a pack to the next tier by paying the difference. You CAN buy a duplicate pack if you want another copy of the MTX, and I'm pretty sure if you do this on the PoE site you'll get an extra key.
If you buy the $480 on the site, you'll get everything in that pack, and will get duplicate keys for your friends that just activate the game with no MTX.
For example there is no reason to buy 2x $60 packs for an extra key. That extra key is just access to the game, and does not include the contents of the pack. If you want an extra key to give away you should just get a $30 pack.
Ok.. so you purchased from Steam I 'm guessing?
You have to log into GGG's website, and go to your account settings. In your account settings you will find various keys. Those keys can be given to other people, and they go to steam and can claim the game for early access.
One note on the keys, is that the PoE site will show GAME keys and STEAM keys.
The actual Game key is what gives access to the EA, and needs to be activated on the PoE site if you're giving it away. You will not have one for your 1st purchase since it'll automatically be applied to your account.
If you buy duplicate keys, or a pack that gives duplicate keys, like the $480 pack, you will have extra Game keys to give away.
Each Game key that is activated also generates a Steam key on the account it was activated on, the Steam key does nothing, it just adds the client to the Steam account and does not give it access to the EA.
If you buy on Steam, you get a duplicate Steam key on the website which does nothing.
if you bought via steam you can upgrade on the website i bought the 60 pack on steam and upped to the 100 on the site
