POE has always been about PVE and it ain't changing
Well you can do a silly duel for the laughs, making the devs waste time trying to balance all of the myriad skills and combinations for PvP would be pure idiocy for a tiny crowd
You can party up and play with other people. There's also duels, but PVP is largely just an afterthought in PoE. Most players aren't interested in dueling in my experience.
There's a notice board thing that you can use to join other random peoples open co-op games and do stuff with them. I've always found it's easier to find groups to play with through discord, though.
