There won't be a preload for steam client. To download the preload, youll need to sign in with steam and link your account using an email. Follows the prompts. This will allow you to sign in and play on the standalone client and preload it and the 2 accounts will now be linked so you'll be able to sign in and play on the standalone.

You wont have Early Access whether you bought it on steam or not unless you link your Steam account to a GGG/POE Account

An authorized GGG/POE is required no matter where you download your client from as you have to login to your GGG/POE Account to play the game so everyone should be linking their Steam account to their GGG/POE account in the first place

No, tommorow it will be available. You just have to make sure to add an email and password to your current steam API made poe account so you can sign in.
