You can buy the packs individually for full price and benefits

or

upgrade one to the other where you only get the difference, but also only pay the difference.

Note that upgrades might not be available through the steam web-frontend and would go through either of the games or the official website.

Yes like i have money to buy the 60$ pack atm, but then after if i manage to get some money and want to get the next tier, will i pay like 30 dollars more and get cosmetics and goods that werent in the previous pack?
You are saying like buy now at 60$ asnd the next tier will be 30$ and not 100$?

Because I can't seem to find a good explanation on this, im sorry.

Sorry english isnt my native.

If you decide to go the upgrade route (recommended), you spent the same* in total as buying outright.

* Price changes from currency conversion, tax rate changes, change of residence changes etc excluded

You can buy the 60$ pack and upgrade into the 100$ pack. You can also buy the 60$ pack, and then buy the 100$ pack and you'll receive the contents of the 60$ pack again.

Depends on whether you have access to the game already on that poe account and if you count steam and epic keys separate, as well as where you buy it.

Like on Xbox without owning the license already you get none, as your access is auto granted upon purchase, and you don't get epic/steam keys as they are a different platform.

On PC you can get up to 3 (key for having access already, steam key for it for buying on PC, epic key for it for buying on pc). Realistically 2 as you're likely not already having access, so the thing gets auto applied.

But you only get up to one key to actually allow a poe account to login from that pack. So you either get one or are auto granted the licence to do so. The steam and epic keys just grant library access, not gameplay.

The key or access bit is part of the $30 pack, so you don't get more from upgrading to the lowish tiers, as you already received it. The 160, 240 and 480 dollar packs do grant additional keys (always keys, as the account will get access from the included $30 pack, which would be a key if the account already had access before purchase), but those are explicitly stated bonuses.
