Report a translation problem
Fragments and divination are low priority, but as the game goes on more and more divination cards and fragments are added to the game.
Don't buy them now, each 3 weeks is a weekend stash tab sale, the next one is 7 dec.
edit: premium tabs allow you to put items on the trade site of poe while you can't do that with normal tabs

Everything else? I'd wait and see. You may find that you don't need the map tab as much as you did in the original game. Ditto for many other tabs that are super handy for reducing clutter in PoE.
If I were just starting, I'd grab the currency tab, grab a premium tab or the premium tab bundle, then hold off and see what's causing me the most headaches and clutter in my stash. It might be div cards, it might be fragments, maybe essence. It's hard to say for sure since nobody has played enough of PoE2 to say for sure.
And as an above poster said, always buy the stash tabs on sale.
I bet GGG will start slow with the stash bloat since the first wave of players is 100% paid, there is no need to extort pennies from them... Where "pennies" = $90 for the 900 coins worth stashes semi-mandatory for comfortable play in PoE1
But to answer OPs question, a currency tab at the very least (the currency tab in 1 had a spot to put any item for modifying, you can use this slot to allow you to list any item for sale) and maybe a premium regular tab if you think you'll sell a lot of items. If you like collecting uniques a unique storage tab will also be a requirement.
$90 would get you every specialty tab and then some. That's absolute overkill especially for new players. I haven't even spent that much on tabs and I've played for over 3k hours and do all of the end game content when I play a league.
And that's not even accounting for the fact that a lot of specialty stash tabs won't even work in PoE2 unless those mechanics are added back in.
I bought the $100 Version on Steam, so I do have 1000 points to burn. So I choose to just burn them on Stash Tabs because in PoE it's a headache to sort my stash because I have the Normal Stash Tabs.
But will wait till 7 Dec for the sale, then buy the Tabs........so what I can gather in this order
1. Currency
2. Premium (Quad??)
3. Divination
4. Maps
Is this correct in order from High to low?
I hesitate to recommend anything else because we don't know exactly how PoE2 works yet. You'll start to get a feeling for which other ones you want as you grow in experience as a player anyway.
When people talk about Premium tab, do they mean Quad Tab Premium?
Yea, but again, nobody knows for sure how useful the map tab will be. Divination is a safer bet, but even then, I'd wait to see since things may function differently in PoE2 than they did in 1.
The premium tab doesn't have to be a quad unless you want a quad.
