If you want to upgrade to the highest pack, you have to buy on the PoE site or inside the PoE client and they'll let you pay the difference in price between what you bought and the higher packs.
Since you bought two packs, it is also likely you have an extra key on your PoE account if you sign into the site using Steam. Although this key only unlocks access to the game, not the pack contents.
Depends on the platform.
PlayStation does not share MTX across any platform. So while it has crossplay and you can play your characters, you cannot use MTX purchased outside the PlayStation store and MTX purchased on PlayStation on non-PS platforms.
Xbox and all PC platforms share MTX though. So if you buy Epic and Steam, or Steam and Xbox you'll have 2 copies.
