all future chars created after the actual 1.0 release in any league will move to the "normal" permanent league (together with all items) once their respective league is over (same as in poe 1). so seasonal standard into standard and seasonal hardcore into hardcore etc. those are permanent leagues.
so yes technically your early access progress is saved, but you will have less and less other players to interact with since most will ether play the normal standard league or the current seasonal league. not sure how they handle actual story progress since in early access we only have act 1-3 times two and on 1.0 we will have act 1-6. tbh play early access to get a feel for the game and if you want to play other games / dont have much time for poe then wait till the actual 1.0 release and play standard league at your own pace.
