thats generally how a lot of games work that require a third party account.
by logging in with Steam it should just create an account for you tied to your steam account.

not to be confused with "linking with steam", which allow you to link an already existing third party account with your steam account.

Yeah it varies from game to game
I just don't remember what I did in PoE

If you just want to use the Steam client then Steam is all you need, you can use Steam to sign in to the PoE site.

If you want to use the standalone client you can add an email to your Steam account on the PoE site.

Just try it with PoE1. They use the same account system.
