Why no templar at launch?

I pretty much only play paladin type classes, and yet Diablo 4 and not POE2 is punishing me for this? My BOL hyped me up to play, and I was all set to get the $450 pack and roll, but not after seeing it won't even be available at launch. What sense does this make?
