If i bought the EA on GGG website, can i download on Steam? Or I need to buy on Steam? Because I want to slowly upgrade the tier list. Dunno if i bought on steam will also can upgrade or not. And my accounts is on Steam

You would be able to claim a steam key from your account page on the official website so you can download. Last I checked a couple of hours ago they were out of those though, so it might take some time for them to generate a new batch.

Also what about the core pack?
If i bought on Steam $30 will I be able to upgrade the pack next time with another $30 instead of $60?

I know if you bought on the website is like this, but if you bought on steam?

You can upgrade on steam/website no matter where you bought it. You'll also get steam key to add game to steam library and will be able to play it on steam even if bought on website. You can check for steam key here https://www.pathofexile.com/my-account/early-access once they restock later. For now it says "Sorry, these keys are currently unavailable. Please check back soon!". There was "Claim key" button there before.

Don't spread lies. If you buy the supporter pack on the website and go to your early access page in your account, there is a steam key there.

For me my Steam key is directly displayed after buying the supporter pack on the site:

Maybe they have to generate new keys? Do not worry, you get a Steam key with buying the supporter packs on the website. It even says in the FAQ that you gain access to all PC clients.
