the only thing that costs "real money" is transmogs, wich have no influence in terms of power, you can also buy additional stash tabs, wich i would say is more of a quality of life, and if you play PoE alot, you may need to consider investing in stash tabs, but it is not needed per say.

long answer short - no it's not pay to win ;)

Not P2W at all.
You can beat the entirety of PoE 1 without paying a dime, with any class.
You pay to look cool and hoard more goodies in your stash.

No P2W, you will probably want some stash tabs when you hit end game, but if you buy the PoE2 pack to get early access, it comes with points to buy stash tabs.

Just wait for a stash tab sale, and wait for launch to know what tabs to get. All tabs and MTX are shared between PoE1 and 2, so some you may not need for PoE2 if that's the only game you intend on playing.

I would say that Poe1-2 are more like free to try for like 50-100h , then spend 30-60$ to buy some stash tabs when they do a 20% off sale every 3 weeks
There's no pay for power at all , mtx is cosmetics and stash tabs , you don't need 100 of them , I have 4500h and 27 stash tabs , 23 without the free ones

it is not P2W per se, but you will definately have a hard time in the not-so-long run without spending some money on stash tabs. but, given the scope of the game and the fact that it is free, and can provide hundreds (if not thousands) of hours of entertainment, i'd say it's fair.
