The $30-$60 packs are worth it because you'll be able to get a good smattering of storage tabs. Anything else is down to how much you like to play digital dress-up.

Poe 1 is the evolution of Diablo 2 and Poe2 the evolution of Poe1 , Poe and 2 use the same account , all mtx/stash tabs will work in both games. Poe1-2 are f2p with cosmetics ,stash tabs, you start with 4 stash tabs and you can play for 50-100h without spending anything
Poe2 will be a lot easier to get into , the skill system is not longer attached to items ,better system explanations, an in-game wiki, recommended support gems for each skill,gold respec ,currency AH (these 2 systems are in Poe 1 too)
Focus on a one thing at a time ,set goals , like finishing the campaign and take it slow, coop will be better too in Poe2 skills interact with each other like they showed in the gameplay trailer so if a player puts down a flame wall you can interact with that shoot lightning through it and it will buff your skill , a lot of interactions like that

Last Epoch took inspiration from Poe1 and Poe2 took inspiration from LE a bit.
The Atlas in Poe2 is more like how the LE Monoliths work.
The endgame is the Atlas with 7 endgame mechanics from Poe1 that have big or small changes in Poe2 , a lot of bosses and Pinnacle bosses. In the EA there are 50 campaign bosses that will be in the Atlas with some changes and there are big Pinnacle bosses,a uber boss. All this content is only 50% of the content at release
