If it turns out that you bought a more expensive pack, but changed your mind and want to buy a cheaper pack, contact the support of the game, not Steam. The main thing is to merge the Steam account with the game account so that the purchase is counted. I don't know if there will be a result. But you can try. If you are luckier and decide to buy something more expensive, then on the official website in the store section you will see how the pack support is arranged in principle. There is the cheapest one. It contains a key and coins. There is a more expensive one. It contains skins, coins and the contents of the previous pack. Even more expensive - according to the same principle. Other skins + everything that was in the previous packs. And so on.
Accordingly, you can simply buy the desired pack for a lower price, in accordance with what you have already purchased. Steam does something like this, for example, with bundles of games at a discount.
In general, I have nothing against Steam, it is the best platform. But in relation to PoE (and, for example, Warframe), it is better to deal with the game directly when it comes to spending money.

I'm hesitant to go through with the refund incase GGG views it as something funky and I don't want to risk a ban or penalty over that.
So what happened when you make a refund?

You can refund on steam, you'll be fine. I wanted to change my supporter pack, so i refunded on steam. It took like 1 hour for steam to approve and 24 hours to get my money on my steam wallet. As soon as you refund, your poe account removes the content including coins etc. Then you can buy an another supporter pack and all the content will be added to your poe account under 1 hour.
There was a person who made a topic here earlier, whos account got locked because they refunded on steam. It's good it didn't happen to you, but it does happen.

If its a more expensive one you can just go to their website then log in with your steam and on the package you will see an option to upgrade. I assume if you are going into a lower package then I would think a refund would be the only option if it is possible that is.
Might be a better idea than refund and get a higher pack.
Generally speaking games that award things credited to an account outside of Steam are not eligible for refund, and you can risk a ban for doing so, it could be considered fraud and get both your Steam account and GGG account banned.
