Buy on Steam or GGG?
Price difference is negligible. What’s the smoothest process for someone that already has a PoE1 account?

GGG apparently, because Steam sees no cut and so the devs get more.

Buy on GGG, go to your profile and on the lower right you will see a "Path of Exile 2 Early Access" link. That takes you to a page with a code you can give someone and a code you register on steam. Now you have POE2 in your Steam lib.

No difference if you have a pathofexile.com account that is linked with the steam account.

Steam, you get points to buy clown awards
