Gemling Ascendancy: +3 skill slots
Do I understand it correctly that the game could have been 3 active skills better, but only 1 ascendancy class was given these +3 active skill slots instead?

They did not. Actually. These skills might be for auras, triggered abilities and summons. In this case it's not so great. After Grim Dawn, PoE2 8 active skills limit looks too primitive.
