Literally the 30dollar pack already gives you access to POE2, everything else is up to you how much worth you put into cosmetics
For cosmetics, I can put good amount of money if that's a game that I won't be bored of for years.
You can always upgrade, buy the 30$, play the game and see what happens. There is always time to spend more money
