Foil items via the supporter pack

I don't fully understand. Do you sacrifice a unique so another lucky player get a foil version? And can you get foil items only if you get the big supporter pack?

These exist in PoE1 as well, you just get to pick an item that goes into the reliquary, and assign a message to it.

Reliquary Keys will drop randomly in game, and when someone finds one, they can enter the Reliquary which drops a random item from the pool that players submitted alongside their message.

With the highest tier core support packs you get to design a foil unique, basically picking an already existing unique, adding a foil shade to it and then flavour text. These have been done previously with the Voidborn Reliquery key and Valdo's Puzzle Box if you recognise them. No sacrifice is necessary (besides IRL money), you're creating an item
