Iirc the beta will have the complete campaign and will have access to all the characters listed on the website as of now.
There are like 4 more characters that are still being worked on that likely won't be available.
There also shouldn't be any price tag associated with just playing the game (though there's an mtx shop of course)

I'm FAIRLY certain i've seen it repeatedly but I COULD be mistaken. Either way it should be all the acts but we can expect heavy balancing and loot/skill/enemy adjustments over the course of the early access

I know, i've saw that in the steam description and in a news long ago.
I've spended like 50/60 bucks in it, which they absolutely deserve, and i'm honestly surprise they are being this generous about that. They had every reason to not do so, but they decided to give back to the community instead.
I think alot of that stems from their initial plan to make PoE an expansion and part of PoE and then when they changed it to a stand alone game they wanted to keep that connection
We'll see closer to early access release but it sounds like they want to get as much as possible in while they don't want to put in unfinished things. My guess is that they want to be satisfied with the content first before we get to test it out.
