Infinite Health and Mana During Boss Fight
So... I was watching Casey and he pointed out some changes that I want to talk about... Now we don't need to spend a resource to teleport to town, we have a teleport button like the majority of modern ARPG. The other change is about the potions, you don't refill the potions by killing any enemy, you just refill the potion by killing stronger enemies, Magic, Elite, Unique, and so on. You can also refill your potions by going to the town and clicking in a well.

Ok... Now what concerned me... During a boss fight if you run out of potions you can simply teleport to town, click the well to refill your potions, and go back to resume the fight... Isn't this kinda too easy, or unfair? The only bad side about it is that the animation to cast the portal takes around 2 seconds, but you can reach a safe spot far from bosses and their attacks for 2 seconds easily.

You basically have infinite health with an extra step because returning to the town doesn't reset the boss health, there's no repercussion, there's no punishment... Do you ran out of potions? Go back to town, refill them, resume the fight. This is the same as some Single-Player games (like Breath of the Wile) that you pause the game to eat and recover health. The perspective of the enemy is simple: the enemy is hitting you, he sees your health going down, but the next hit the hero's health is almost full again. What do you think about that change? Should we have some kind of punishment for returning to town?

So you took two changes and combined them to create a hypothetical situation? Or did you not list all the changes that actually happened before going on with the assumption? Do bosses actually not regain their health when you go back to town? CAN you actually go back to town in the middle of combat? Those are my two immediate questions that you didn't really point out in the beginning as part of your setup. The only two things you mentioned they changed was that you can go back town without using a resource and you can refill your potions in town. These two changes themselves do not mean that you can go to town in the middle of a boss fight and come back as if nothing happened.

infinite health and mana was/is allready a thing in normal poe using a tp scroll to go to town (no well needed) and go back
in late game(maps) poe fixes this with limited portals

i expect them to do the same in poe2

Yeah, I noticed one thing, death in Path of Exile means nothing, if the boss kills you, you go back and resume the fight the way you left the boss, really ♥♥♥♥♥♥ way to fight. Path of Exile 2 will reset the boss, which is great, I just don't like to have to re-fight all mobs until the boss, kinda boring, but ok.

I'm worried by this.
You have to go back to town to refill flasks. Every content creator who posted from the latest event (that I watched) noted this. I didn't see, or hear, anything about flasks refilling on kills of tough monsters.
Everything hits like a truck.
A lot of the mobs I saw seem to be super fast.
All mobs respawn on player death.
I don't feel like this is a great conjunction of circumstances.
Constantly portaling back to town, even in boss fights, just feels like a bad solution to a worse problem.
But I don't think we should be punished for making use of the only means of alleviating the problem they're creating. That doesn't mean I think it's a good system.
I just think something larger needs to be changed.

You said everything here.

It's boring as hell coming back to town all the time. It's like a survival game that you need to back to your base to store what you collected because you are running out of inventory space too often, the solution is to increase the inventory space, pure and simple.

In Path of Exile 2 they could just give us a "fill up everything button" to press anywhere, basically the same horrible design, but it cuts the "return back to town" part of the boring thing. Is a solution? No, should they do it? Hell no, I'm kidding, but you felt like it they could do it, didn't you? That's how bad this design is.
