Steam update made this game impossible to boot through Steam

Whenever I try to boot this game up through steam it just loads infinitely, but if I just directly open the game's executable it's fine
I already tried a lot of things, so unfortunately i think this is on steam's end, nor the game's or my computer's
I don't really know where to go to report this, tried going to Steam support but they only gave me an automated response

that sucks, its been a couple months since this started happening and it still hasn't been fixed
