You can smoke dash through his opening charge attack. Watch out for toy birds carrying lanterns.
Once he's out of his first phase, switch to spread shot (the red diamonds) this will help destroy the doggie balloons and deal the most damage to his head.
I prefer Chaser for his next form when he's riding the horse, because then you can just focus on dodging the horse shoes. But technically charge shot is always the best.
When he's in his last form, make sure you destroy the little baseball throwers. You can leave one or two and dodge the balls with smoke bomb.
I suggest Giant Ghost for maximizing damage, but you should definitely consider Invincibility if there are parts that you just can't figure out how to dodge.

Phase 1 - He'll lean back and his eyes will widen when he is about to charge, which you can jump and dash over, but keep enough distance to pepper him with spreadshot. if a bird comes in holding a lantern, quickly aim up to knock it down, but preferably not onto you.
Phase 2 - Watch the 6 balloon vents. IIRC once they lock on they travel in a set path and do NOT home in on you - use this to your advantage, and smoke bomb when you need to. Also, keep one eye out for parry-able ones (but don't get greedy), and keep another out for a roller coaster coming in from the background - once it leaves, you'll have about a second and a half before it charges in from the right, and you can parry the nose, which counts for your super meter and final ranking. You can also dash through the sitting....people.. with a well timed smoke bomb. At all other times, beppi himself will do absolutely nothing, so keep aiming up at him.
Phase 3 - If you have a full super attack, jump up and open fire when ready. Else, just stand under the donkey and again, aim up. If the roller coaster catches you, under him, just smoke dash with good timing. As you may know, the color of the donkey, yellow or green, telegraphs one of two well telegraphed attacks, but if it's green, the worst place to be is near the donkey's mouth, as it will fire horseshoes that move up and down, but if you're too close and they move down, you're almost guaranteed to get hit.
Phase 4 - pause and rest your hand if you need, then when the swings come down, hop up, as the coaster will now move MUCH faster. If you have energy beam equpped, keep them firing off, but if not, invincibility will come in handy with his only other attack - when his eyes bulge, he'll drop 4 penguins that shoot baseballs at you with the speed and accuracy of a sniper, and everything's hard to see, especially where YOU are with how much visual information will be present on screen at the moment, but invincibility can buy you a few seconds to take care of them. If not, don't worry - the coaster will mow them down. Eventually, the two sweetest words you'll ever see will appear: "A KNOCKOUT!!!"
Keep in mind that practice makes perfect - It's gonna take at LEAST 15-45 minutes to take this jerk down.

Phase 1 bring a long ranger weapon anything but the chaser.
Gun him down until he phases
Phase 2 switch to youor spreader and prepare for total ownage.
Start hammering your ex moves by getting dead center on beppi and unleashing this will deal massive damage. He’ll probably phase in 3 ex moves.
Phase 3
Just before this phase starts try to parry the roller coaster this will slow it down and give you one to get underneath him and deal massive base spreader damage.
Don’t waste your ex moves on this phase just try to build up.
Phase 4
This will probably be really easy if you’ve been fighting this way.
Just unload into him with your spreader as much as possible until he starts spitting out those baseball chuckers. The very minute all 4 are present use your super lazer and clear the field while massively damaging beppi.
If your quick you should be able to kill beppi before it circles back to this.
