Did people just lose their minds over this because of the ♥♥♥♥♥♥ grain filter over Alien Homind HD-esque art triggering Disney nostalgia or what? And the filters make the image look even worse! ♥♥♥♥♥♥♥♥♥!

It's called "artistic vision" - it's like going around telling Van Gogh you rather have his paintings in yelllow instead of blue. If you don't like it, that's on you. But if it is "supposed" to be like this, then there is no need for any toggle.
So now you're whining because you cannot even beat the game? Well... I don't really know what to say at this point. Maybe you shouldn't have bought it at all, being that bad at it AND despising its design, I think it would have been better for you to just buy another easy game with "stunning"™ graphics. I hear there are a lot of hidden-objects games on Steam, that might be more your style.

We're talking about post-processing filters here, which is ADDITIONAL effects on what's already drawn, not the amount of frames per second. FPS count also influences responsiveness, which is a different matter altogether.
Changing the resolution is another thing that does not influence the source much - it's all about the your display device and its dpi count after all = if you got a really small screen with a really high dpi in respect to the screen size, even 1024 x 720 might look HD to you - because for that scale it effectively would be.
Applying or disabling filters DOES alter the source though. So your example is rather on par with wallhacks in shooters than anything else.
2) You said in the above post that you didn't bother to beat it.
2) I didn't say I didn't bother to beat it, I said I passed on it for the longest time due to the filters not being able to be turned off, as in I didn't play it beyond the five minutes it took to figure that out. Then the filters being able to be turned off through a mod got me to try it again, which was today when I bought it for myself after seeing this was possible. If you continued to read, you'd see in another post that I beat the game in four hours.

1) Actually touching up a picture is art direction. There's whole communities built around that. Just look into photography, to see what I mean.
2) You said you only played Regular and didn't bother after that. So the game isn't beaten.

2) Yes, I beat the game on Regular. I haven't 200% (or whatever) completed though.
Because I disabled a screen filter? lol
I also feel I should say that there is an option to increase or decrease the color bleed, though I didn't see much of a difference myself when I messed with it.
As for the difficulty thing, Expert is there for completionism's sake, so I don't mind it coming later. It's not dissimilar to "New Game +" that's in a lot of modern platformers. I'd say regular still provides a strong challenge. If you found it easy, then, well, good for you. But I don't think it's hard reputation deserves to be trashed. Critics who I've been following have been playing platformers and video games in general still described it as hard. It's the three HP that does it, since that doesn't provide a lot of room to screw up. Maybe with the five HP upgrade someone could pull through most of the bosses in significantly less tries, I don't know. Point is, a lot of people, whether or not they were experienced, found the game difficult, so I think it deserves it's reputation.
Meanwhile, you got people like OP who says he's so skilled that he's not going to even attempt Expert Mode because it's not worthy of his almighty and powerful skills.

Don't act like you're innocent here, you implied exactly that: That you're vastly superior to almost everyone, and Expert Mode isn't worth doing because it's too much of an insult to your amazing skill. It's so blatantly obvious, you must think we're idiots that we wouldn't think that.
I sincerely doubt this post is anything more than bait. You clearly despise the game, so why would you go out of your way to """"help"""" us by telling us about this mod?
