Report a translation problem
- You can kinda check this in Cuphead, but you need to have the controller plugged in when you launch the game
- Use the keyboard to get past the title screen and onto the world map, and then pressing any button on the controller, if the text "Press Any Button To Join" appears in the bottom right of the screen, the controller works, but wasn't tied to Player 1
- If nothing happens, open the Controls from the Options menu, if you can't select "Assign controller", something is wrong with the controller
- If you can select "Assign controller", but no buttons are listed to the right of the keyboard controls, there isn't anything wrong with the controller, you just need to rebind the buttons
In situations where players are using a non-Xbox controller or off-brand controller, more so something that wasn't really designed to be used for the PC (Like a SNES, Gamecube, or wiimote controller), the devs didn't setup defaults for them (PS controllers not getting defaults would likely be due to the lack of a PS4 port of Cuphead)
If the controller works, but weird things happen when trying to do something (like trying to enter or leave the shop) most people resort to using software like JoyToKey https://joytokey.net/en/ to simulate keystrokes through the controller, in order to fix the problem

your controller is wired, right? Tried to find out if there's a wireless variant, but since Hori themselves don't list the controller on their own website, I couldn't tell for sure.
And you're using it plugged in, not via bluetooth, correct?
Does your OS recognize it?
- If not: Did you try it successfully on a PS4?
Does the gamepad work with other games?
Did you make sure to plug it in before you start the game? (most games don't check for newly plugged in devices after they have launched)
You can try to configure the gamepad in Steam Big Picture Mode first. Someone already got their Joycons working this way, which was a surprise.

Some Have actually Used
Joytokey to Work with EVERY Program on the Computer, including the Web Browser & even the Computer’s Notepad and Calculator.
To Control a Whole PC with a PS2 Controller, That WOULD make things interesting.
