Only through the windows store
I'm curious to know if you buy this game digitally through the XBox Microsoft Store does that also give you the ability to play it through Steam?
The same problem would happen if steam gave you keys for the windows store, more so because someone could buy the game on steam to get the key and then refund the steam version, so they can play on both the Xbox and PC.
The play anywhere feature is solely for the use between games bought on the windows 10 store and Xbox One, they would lose money if the feature worked for game versions bought from a different company
You can't play the game outside of the microsoft store or Xbox if you purchase it on either of these 2 platforms. The same logic applies when you buy it either on Steam or GoG. You own that game for that platform.
