If you don't want to be jumpscared just don't pirate the game (I'm not saying you did), Studio MDHR did a great job with Cuphead and I'm pretty sure they deserve every cent.
Pretty sure the jumpscare is real, Cuphead was one of the most pirated games of 2017 here in Brazil and maybe they just want to put an end to it. I'd say not only does a pirated copy jumpscares you but also prevents you from progressing at some point.
A lot of anti piracy measures do things like that. Batman Arkham Asylum is a good example, if you pirated the game Batman would no longer be able to use his cape to glide, making impossible for you to beat the game.
It puts harder enemies earlier, boosts enemy spawn rates by an insane amount, and finally, crashes the game at the final boss if you trudge through it all and deletes your saves.
