But alternitavly you can get behind kind dices hand and wait out the card phase. Do this by seeing which side he goes the first time then move to the far opposite side and wait, shoot king dice after and repeat.
Or even better you can use both, you could use the chaser until kind dice is halfway done with his marching cards and then use charge shot to hit him.

The special attack is enough, took me some 4 rows of cards to finish him. Probably earlier if I had 4 charged shots ready.

Also if you're having a hard time and only want to beat him in any way possible, you might consider to just stay behind the hand spawning the cards, then hit him a bunch once it goes up and change the side because he likes to alternate hands.
Thing is, with other weapons you can shoot him while you are jumping. That is much harder with charged, where the only good window you have to fire is between rows of cards. Even lobber is probably better.
