I actually misremembered exactly where it is. It is during the screen after failing a level, where you see a quote. I just went to one and saw a proper apostrophe, though it was in a different place and I can't remember where I saw that now. Next time I see it I'll get a screenshot.
Just so you feel like you aren't going crazy, I saw the exact same thing. I think it's just simply a typographical oversight.
It could also be encoding, like for example the text reader is made to read UTF-8 encoded text, which is pretty common, but when typing it they could have used an extended character set that contained character codes beyond the UTF-8 range, and the UTF-8 reader doesn't know what it is. You might get something like this if you try to copy and paste something from a fancy document editor into a plain text editor.
