Do you mean the blue slime ball in the third phase? Easy, keep jumping and shooting him in the face while occasionally dashing to avoid his slam.

it helps to hold your "lock on" button, which lets you aim 8 directionally without moving.

If you mean the blue ball that turns into a that tombstone just stay at one point and shoot up. When he doesnt move and wants to hit you use your teleport/quick move to left or right. Its very easy.

I just shot his face and kept using Y on the controller to quick dash out of his way.
