Edit: Wow, Touhou has a lot more Fighting games than I realized. 0_o
He's probably the closest to bullet hell bosses from typical schmups like Hat Kid linked, except way easier. The other ones are a lot more rng, which is less common in those type of games.
Unfair difficulty is when a game throws things at the player that they had no way to dodge or had gotten any indication of was coming. Like if you jump over a death pit and suddenly a bird spawns in front of you, or the game designers puts an enemy to the side of a door entrance so you'll be attacked instantly when entering it the first time, or there's an invisible block above where you jump that forces you down a death pit.
Some cuphead bosses can be unfair the first time you see a certain attack (bee's bullet attack when she spawns in the middle, bluto's giant laser, hilda and robot head swooping quickly to the left), but the game gives you 3 hp and don't instakill you with the attacks, and when you get back to the attack again you'll know what to do, which makes them possible at first try. Unfair bosses in vdoe games will generally instakill you even at full health, some even during their final phases or throw attacks at you with no indication what you should have done to dodge it. The robot does not, and he's very predictable without the trial and errors of games like battletoads and ninja gaiden, which are very unfair games.
Bracket: Ninja Gaiden, Ocarina of Time Master Quest, most Mario romhacks to include Lost Levels. I take it the first and third were what you were referring to, probably not the second (closest thing I could think of, as there is a Gibdo waiting on the other side of one door, but surprise factor aside, you can get away from it more easily than you'd think).
As for the unfair boss bit, I want to add "required bosses that use one last very powerful attack on your party when their health hits zero". Most notably, the Chimera in Arc Rise Fantasia, which combines this with rare random equipment drop that you DO NOT want to miss due to how difficult the game is (the equipment in question has very high defense and is the only piece of equipment capable of making a character resistant to every element).

Thanks also to the people giving me strategies. I'll skip the robot for now, but the advice might prove useful should I even decide to revisit it.
On the other hand, I love how people felt the need to lecture me about what's difficult and fair etc. What use could I possibly derive from it? *I* find the robot stupid and it makes *my* game unpleasant, and I'm looking for a way to skip this boss so I can finish the rest of the game's content which I do find pleasant. Whatever *your* definition of pleasant/fair/good/easy is, it won't help me suddenly starts enjoying the robot. So please stop doing that. Yes, there're games with more projectiles on the screen. So? Does it make my experience of the robot boss better?
