After hours of research and pure will I finally found it!
The directory for any of these "xbox play anywhere" games are actually hidden and even if you manage to find the folder you actually don't have access to it. Luckily I was able to bypass this lock somehow by simply typing in:

C:\Program Files\WindowsApps\StudioMDHR.20872A364DAA1_1.1.4.2_x64__tm1s6a95559gt

now that's very specific and probably doesn't apply to everyone so if it doesn't work I would suggest doing what I did which was this... (this is kinda a lot of stuff)

  1. Press the "windows" key or just click the search bar on the bottom left (you know what I'm talking about)

  2. Then type in the search bar regedit exactly like that (considering that you have windows 10 it should show up under "best match")

  3. Press enter or click the icon (the icon should be a blue cube with bits falling off of it and it should say run command under the name) also its fine to click regedit.exe it takes you to the same place if you happen to click that first

  4. (if this is your first time in the Registry Editor its gonna look like a handful but bare with me) Once you're in the Registry Editor, you're going to want to search for the name cuphead, this is done by either pressing Ctrl+F or clicking the Edit tab then clicking Find... When the little window shows up simply type cuphead into the Find what: text box and press find next(as for the three check boxes concerning keys, values and data, technically the only thing that's important is data... but I would just leave them alone) same thing applies to the Match whole string only checkbox, leave this one unchecked

  5. When you press Find next it will say "searching the registry" for about 30 seconds then it will show you some registry files with the word "cuphead" in it and highlight the word "cuphead" for every file its referencing (you most likely wont find what we're looking for after the first search) When I searched "cuphead" the first thing it showed me was
    • (Default) | REG_SZ | (value not set)
    • Description | REG_SZ | Cuphead is a classic run and gun action game.......
    • DisplayName | REG_SZ | Cuphead
    • Icon | REG_SZ | @{StudioMDHR.20872.......
    • Vendor | REG_SZ | Studio MDHR
(Which of course had the word "Cuphead" highlighted)
keeping in mind that this is what I saw

  6. Because we're looking for the file directory, we need to keep searching. This is done by either pressing F3 or by clicking the Edit tab again then clicking Find next When I did this it simply highlighted the word "Cuphead" right below it.(which in my case it was "display name")

  7. For me I only had to press "Find next" one more time and after searching for another 30ish seconds it showed me the registry file with the Name being "DisplayName" again with the data being simply "Cuphead" again. (hopefully my experience is the same as yours because for me I looked 4 files below "DisplayName" and there it was)

  8. If everything went according to plan, you should see a registry file called PackageRootFolder and you should see your file location for the game in the data column. if you don't find PackageRootFolder just keep searching I guess.. or try searching for the registry file itself

  9. For me I couldn't copy the text straight out of data table and the solution to that could just be as simple as painstakingly reciting it exactly word for word. (but here's an easier way) Double click the Name of the data, in this case its PackageRootFolder and it should open up the option to edit the data itself. its already highlighted when you click it so don't any keys by accident simply copy the text with Ctrl+C

  10. Now we have the file location WOO HOO!! If you don't know what to do now... take the fresh text you just copied and throw it in the search bar or you can open File Explorer and do it there.

  11. This should take you to the folder with all of the files concerning cuphead including the .exe file
*Sigh* That was alot of stuff. But its a cool when you think of all the applications you can do with it. I actually used the Registry editor to change how the game looks on start up by changing some things in the registry (can't remember exactly how I got there, I know it involved F3ing for cuphead a certain amount of times) But the name of the Files are[ (Default), AppName, BackgroundColor, Image, and Orientation ] these are located in the Registry Edit Directory: Computer\HKEY_CLASSES_ROOT\Local Settings\Software\Microsoft\Windows\CurrentVersion\AppModel\SystemAppData\StudioMDHR.20872A364DAA1_tm1s6a95559gt\SplashScreen\StudioMDHR.20872A364DAA1_tm1s6a95559gt!App if you want to mess with that. Also by looking at the files you can see that this was programmed in unity so If you know how to program in unity you can do some pretty cool stuff with modding.

But unfortunately Microsoft does not give you Permission to view or edit most of the cuphead files. I'm sure there's a way to remove the locks.

This probably works on other games as well so I guess you could call this How to find the file location of Xbox Play Anywhere games on PC for the sake of someone searching that on google. I couldn't find anything when I could.

So I hope this is useful, I know its a lot and the steps probably sound a lot more simple if you have a high understanding of computers.

Ok my fingers are about to fall off from all this typing. I hope this helps.... also secretly hope the first file location I sent didn't immediately work

So , do you a copy that works on steam ? I'm thinking of getting the copy for the xbox and I'm wondering if the 10 copy is steam or not . Edit : the steam version is slightly cheaper by $3.00 .

you actually helped me link cuphead into my steam games list to launch in big picture and steam link, so thank you! The "set launch options" ended up being:
shell:AppsFolder\StudioMDHR.20872A364DAA1_tm1s6a95559gt!App
