- First of all, Charge attack is a must, because of damage and due to reasons I'll explain about his final phase; shot 2 can be either standard, lobber (face opposite way for more range/damage) or chaser (if you're having difficulty focusing on the platform jumping). As for charms, go for coffee so you can be able to use the Special/Super Arts more often
- On the first portion, stay on the middle when he fires his eye beams, so you can avoid/parry better. When he starts spitting the huge fireballs, stay on the furthest left corner as much as possible, that way you'll lure the tail attack to go there, giving you more room to avoid the fireballs. Rinse, repeat as needed.
- Second phase is more straightforward; use either lobber or chaser here, so you can be able to focus more on the jumping fireballs, but standard works if you're confident on your jumping skills. Again, try to stay in the middle as often as possible, so that'll give you room to react properly.
- Final phase; this is where charger works best. By no means shoot at the bubbles, since they'll explode into smaller, more annoying fireballs; this is why charger is better than shooting like crazy with other weapons. Dodge the bubbles and fire when you see an opening. When the middle head reels back, head to the top most platforms asap, since he'll do a long range flame attack; he does this twice, so remember to air dash if the platform is far away. Keep at it until you beat him.

What I use on him is charger and chaser, along with smoke bomb. During the first phase just blast him with charger and he'll go down pretty quickly. Since his rings target you it's fairly simple to just go to a lower cloud, wait for him to shoot and then hop back up. The smoke bomb item makes the fireballs almost a joke since you can just go through them. They're small enough for a dash to easily pass through, just try to stay in the upper clouds.
During his second phase switch to your charger, hold down the fire button and just stay at the highest portion of the clouds. This makes the fight soooo much simpler. Since you don't have to concentrate on aiming at Grim you can bring your full focus to the jumping flames. This portion of the fight is really just waiting for his health to whittle down and concentrating at the bottom of the screen. The height of the flames is pretty random but you can tell which way they are going to jump by the direction they are facing. If one happens to jump to the moon by surprise, just attempt to dash through him and see if you can catch a cloud at the bottom. Losing a life here is mostly just bad luck with the flames jumping super high.
Third phase is where the RNG get's really bad and super frustrating. Ideally you should have all 3 of your lives, and by now you will definitely have your superpower, so use it. Spam charge shots and pretty much hope for the best. DON'T USE CHASER ROUNDS, they target the orbs and then you'll have a bunch of projectiles all over the screen. Charge projectiles take him down very quickly and he's tall enough that your shots will hit him even at the uppermost clouds without aiming, so this phase is pretty much a deathmatch of who can lose life the fastest, it's nearly impossible not to take a hit at this part of the battle so just spam your charge as fast as you can. Smoke bomb is a little less useful here since there's so much stuff flying around it usually ends up you either take a hit or dash through it and fall to the bottom because of no cloud support. This part is mostly luck, so good luck dude
For the last phase stat on the top
then i used the smoke bomb, helps to dodge the first phase. On the last phase take your time and make sure you dodge the fireballs and only shoot openings, don't hit the fireballs. This is why charge shot is so good on this phase
