What does color bleed do?

Emulate the effect of old TVs/whatever where the colors would 'spill out' over each other, between areas that have a different color, resulting in there being colors on the screen that aren't supposed to be there. Kind of like an oil spill on the ground with those rainbow colors. Visual only.
