I found the Fourht Barber Shop dude.
I don't know if this is already known but he is located in Inkwell Isle 2, Go to where funfair fever, finally go behind the "ride closed" sign but going behind it to find the Last Barber. You don't recieve a coin, they just sing.

I actually enjoy roaming around and searching around for secrets on the World-Map, so naturally i found him to.

You can also change the music on Isle 3 if you follow the dialogue long enough between the two "Jukebox-Guys" .
