Depends, I find it easier to bomb his lazorzzz of deathly goodness first, then bomb galaga garage and pink thingie at the same time. Then you are done with that and can take care of heart.
After that, phase 2 is easy, while 3 is straight up bullet hell and you just have to get used to it.

If you just want to beat it, I recommend getting 2-heart bonus charm here, the damage reduction is unnoticable (you have to throw one more bomb, which is barely a second more with boss), but it will give you more time to practice.

Think positive, he is actually one of the most hardests bosses on this game. When you beat it you're able to beat the other ones easily, the same to the Bee boss.

Is he actually considered that hard ? I just used mini mode to dodge the bullet hell and used bombs 95% of the time and got an S on my fourth attempt. I found maria to be more difficult it took me a while to get used to dodging the ghosts when the game was throwing other stuff at me until I finally noticed the pattern and won the next match. Definitely take out top laser right away then the garage next. Heart is very easy, phase after is very easy. Last phase you just keep moving.. nothing tough there, mini plane lowers your hurt box and you move way faster. I don't understand why people have difficulty with this one

He is considered hard by most of the players, but that doesn't means everyone.

Fair enough. Just like how I probably had more difficulty with certain fights and others found it easy. Imo the easiest fight in the game is the stage girl, I only say that because I only fought her One time and got S on the attempt. Had no idea what she did or how many phases. But beat her without getting touched and was wayyy under the time required.

His first phase has no RNG except if his arms extend or he pulls out a magnet, so basically you can do the exact same tactic every time on this phase. Second phase is incredibly predictable, you can use same tactics there. Third phase is just awareness and timing. I usually shrink past a barrier at the last possible moment to minimize chance of being hit as the bullets from the minerals do spread.

Same, I didn't get a S but she was very easy, tbh the most surprisingly easiers were that Mouse and Cala Maria.
