Lobber is super useful for the second phase, just stay at the top and shoot in front of you, so you can easily dodge the little flames
Twin Hearts works well to with Charge shot as it only takes away 5 damage, making it stronger than a full second of spread shot with normal damage. By comparision the Pea Shooter does 4 damage a shot, so the charge shot is only a single peashooter shot weaker while giving you two extra lives worth of potentional damage output.
Art 1 will give you a shorter fight and you can get 2 or 3 Full powered shots in the fight.
1st stage: Jump to the top clouds at the start. The Dragon always opens with his eye attack and being at the top will give a straight line for an easy double parry. Then stay to the left of the screen, that way when he uses his tail you can have space to move towards him. His fire balls go opposite. So if he launches one that goes up, his next will go down, then the next up, then down ect. So you can rotate and be safe if you run out of room and have to get close. Once the double fireballs appear try to be in the middle.
Stage 2: Hang out around the bottom, but not so close to the tounge that the little flames will hit you as they get ready to leap. If you are high up top, the flames will jump faster and farther, making it harder to dodge. IF you are low they will not have as high an arc and will be slower. Here you can use your secondary if you want to focus on platforming and the flames, but you can use the audio cue of the flames to know when they are about to jump and instead use a stronger weapon if you are good at it. Use the charge shot and then swicth so you can do damage while you jump to the right side of the screen, then coast while charging, ect.
Stage 3: Keep moving during the fire ball phase and GO SLOW. Take only well aimed, one or two shots and keep moving from the top to the bottom because the flame balls will go to where you were, allowing you to shoot straight at him withough hitting the fire ball and send a flame directly at you. Whe you see he is ready for the flame thrower attack go to the top of the clouds, as the attack will only hit the middle, and will happen twice. This is actually the safest time to attack in the third phase as long as you are on top, as you can safely jump and dash to another cloud if needed. If you are on the bottom you run the risk of jumping into his flame thrower to get to a cloud if the spawn is far away.

Also Chaser is TRASH against him, you'll notice such at Phase 3 when they turn into a hydra. If you have trouble aiming, Roundabout works as he hogs one side of the screen.
Weapons: Charger and Lobber. Use whatever you prefer, since both of them are great in all fases.
In the First Phase, where he throws the rings, try to stay in the middle-level clouds, because it's easier to dodge and parry the last one. After that, when he starts throwing fireballs, try to move to the far left of the screen so his tail goes there and it becomes easier to dodge. Just keep doing this until you get to the second phase.
Second Phase is where Lobber really shines. you can just stand still and shooting, only moving when the cloud is getting off-limits. Try to stay in the upper-level clouds. Remember to jump out of your cloud only when the flame actually jumps, not when it's preparing, otherwise you might get hit.
Third Phase, I usually stay in the middle until he starts doing his flamethrower attack, then I just move either up or down. The key to this fase is not shooting the flames he throw. Charger is pretty great here.
Yes. And also, Roundabout is bad in this one. You gotta get something slow so you don't accidentally hit the flames. Lobber and Charger are the way to go.
Rondabout is ideal for the start.
The lobber is your best friend with this one.
It allows you to deal great damage while staying out of reach.
If you dont have a lobber yet and cant dodge the flames well when low, Chaser is probably the best weapon for the second phase
