I have a asus vg248qe 144hz panel. It is kinda strange, if not using vsync it is capped at 60. If you turn ON vsync it goes to 144hz. I think it is a bug, but not a big deal since vsync is very important for this title to prevent screen tearing with all the animation.

To answer the question, yes, you can run the game at any frame rate, there is no cap.
To everyone else saying stupid ♥♥♥♥ like "2D games don't need to be more than 30fps" or "the human eye can't see above 15 frames per second" or "The animations are drawn at 30fps", you're all ♥♥♥♥♥♥♥ morons.
Whether the game is 2D or 3D is completely irrelevant. A higher frame rate makes the gameplay smoother and improves reaction time, regardless of what dimension the game is in. Suggesting otherwise is ♥♥♥♥♥♥♥ stupid.
The human eye doesn't see in frames, what you mean to say is "the human eye can't notice an increase in frame rate above 30" (or 15, or 60, or what ever arbitrary number you pulled out of your ass ), and even if you'd said that, you'd still be ♥♥♥♥♥♥♥ wrong. People can very easily notice increases in frame rate all the way up to 300-400fps. Going from 60 to 144 is very noticeable, especially in a fast-paced action platformer like Cuphead. Even above that, people with the eye for it can notice increases in fps much higher than 400.
The fact that some of you think the frame rate of the animations is relevant to the frame rate of the game just goes to show how completely and utterly ignorant you are when it comes to what a frame rate even is.
Of course an increase in fps isn't going to make the sprite animations any smoother. That's not the ♥♥♥♥♥♥♥ point. No one gives a ♥♥♥♥ about the animations when it comes to framerate, what matters is how smooth the movement is. The MOVEMENT of sprites is completely independent to the ANIMATION of sprites. It doesn't ♥♥♥♥♥♥♥ matter how many frames of animation there are, the movement can always be smoother.
Even in a turn based game, where the frame rate doesn't effect game play, a higher frame rate is still going to look nicer.
I'm so sick of seeing uninformed idiots trying to defend games with fps caps, just because they don't understand what a frame rate is and how it effects gameplay.
