as for popular tweaks among folks struggling with games "above usual HW limits" - check some gaming and hardware -relevant resources. some tricks are quite old, some instead - appliceable only for new drivers and OS.
satilite reign doesn't support my "normal rez" of 3840X1024 ( 3x 17inch 5:4 monitors). the HUD is "wrong" so im forced to 1280x1024.
in 3840X1024 which is very close to 2560x1440 in terms of pixels( its about 10% more) in the same spot im getting ~30-32 fps

Because if 30 fps to above I can live with that just fine as long the game will not run slow.
Hey they call it unity because it's not very good at doing multi-core things... right?

I'd be VERY skeptical about your performance on that system. My i5 4590 at 3.7GHz, 8GB RAM, r9 285 gets about 40fps at 1920x1200 on medium settings, population density medium, no AA etc. -- basically it looks mediocre and runs extremely badly. Everything I've come to expect from Unity engine games. I can't really enjoy it like this. If I wanted to sacrifice graphics, I'd go fire up Syndicate Wars instead.

The thing is, even if I drop settings back, so turning quality down to high and turning off AA and some of the other bottom options, the needle hardly moves at all ^^ I can even turn everything on / ultra AND DSR to 4K and the frames still stay around 40fps! Using a 980ti OC'd.
The dev did respond saying the CPU role shouldnt be overlooked (and for my own curiosity I'll have some monitoring app on next time so I can see whats doing what), but just as an FYI, I have a 6850k @4.3, so if that isnt enough to handle pathfinding, that would be pretty damn bad!
