20h seems like a good mark (to complete the main story line).
In Early Access I played slow and it took me about 30h to max out my agents' skills, (at least for me) it's fun to re-do some break-ins with different tactics and level or to do SCIENCE and research everything :P
Off-topic:
Since it's a form of RTS I appreciate the decision to not implement a pause, the stims are just about right, slowing down time to about 10% (if I remind right) should suffice to plan your next few steps and keep some pressure on you which is important to me, although I'm not good at micromanagement.
