Hacker isn't recharging
I'm in the Industrial district, and my hacker seems to have stopped recharging his energy, armor, or shields. It will recharge if he's near a beacon, but not otherwise. Once you use some energy for an ability, or just dash, the energy bar stays at that spot. There were no jammers nearby. I've even tried giving him a clone with a bonus to regeneration. The other agents work fine. (except one time the support agent stopped illuminating the map).

'Permanent' as in until the Hacker switches colour scheme (or head look) to make the game apply a new clone, that is. So no worries, but certainly an inconvenience.

Equipping the Hacker with one of the Energy Generator body augmentations means that the Hacker can have more hijacked before completely losing the ability to regenerate energy. I'm sure a Commander clone with high energy regen also helps, but only a little. I think if you hover with the mouse pointer over the Hacker's Hijack icon it'll show how the hijacked affect the Hacker's energy regen, and also shows how much accuracy penalty the hijacked units get.
