How to makes fans not speed up
TLDR how to make fans not ramp up like crazy when GPU hits 78 degrees.

So recently as the temps have gotten higher in my area and my office is a bit warmer my RTX 2070 fans have stated going at full speed for a few seconds every time the temp of the GPU hits 79 degrees. This is really annoying even with headphones on at it just keeps tarting and stopping every few seconds. Also a lot of the games seem to utilize 100% of the GPU, which I'm not sure if its due to the age of the GPU or bad optimization or design, although its not really the point of this post.
I'm trying to figure out how to stop the GPU from keep ramping up the fan speeds and stopping. I have very good ventilation in the system and my office isn't particularly hot, its around 75 degrees.
I went into the fan curve menu and used the Quiet preset which seems to be putting the fan speeds at max 50%, however I don't think its actually happening. I don't mind the GPU temperature being a bit high, I think my case fans can keep inside the case at a decent temperature that won't throttle the system, so I wouldn't mind changing the temps to be a bit higher than 78 where the fans go really fast, but I can't figure out where this is, I'm not sure where the GPU is getting this 78 degree setting to make the fans go fast.

I tried this yesterday and failed as well. My 2080Ti has three fans. The software allows me to set them to a low percentage, for example 20%. While 2 of those 3 fans would dial down the third one would keep running at full speed, which was at like 3k RPM, which is insanely loud.

I ended up cleaning out a little bit of dust out my case fans and now it does not do the ramp up and down stuff anymore.

But coming back to your question: The software in theory allows you to change the fan speed, but it seems to be either buggy or the card can still decide to go above that.

i us " Fan Control". Its a nice program for all your PC fans. I can manually adjust them or make curves or what ever .
BUT on my new RTX card the 30% rpm is somthing in the cards BIOS or hardcoded.
I can only get above 30% but not below which sucks because the 4090 runs watercooled with 3x120mm fans at 30-40°C ; so i think 20-25% or even 10 when not in 3D mode would be more than enough ! ...but No cant do anything :-(

So just a bit of an update on my situation. I have an RTX 2070 which is over 4 years old at this point, coming up to 5 I believe, and I was having the temp issues I listed above. I decided to re apply the thermal paste to it and it has worked great. Its behaving normal. No more crazy fan spikes.
