Nope. Not on release. We also don't plan for in-game character customization.

Instead I'm hoping to integrate powerful modding tools, can't get a better character create than Blender with a good game SDK!

I can't promise anything though, I will spend time researching VRM, GLTF, and a few other outlets for making it easy for creators to get their content in the game. I wanna do it right!
