Where do I find the Mana for the third offering?

I have plenty of mana crystals, but how do I find the blue mana for the third level offerings. When I convert the mana crystals all I get is strands, not the mana itself.

Not yet in the game. It'll be Reef stuff. You can't get the 10 spirits for the 3rd offering either (unless you get one double).
