Steel Striders Screening Ships Shells

I am specifically referring to ships that I would define as being part of a screening force. Light Cruisers and Destroyers, so anything roughly 300k mats and below.

The main vessels I am referring to are the Norge, Iron Maiden, Paladin, Resolute and Victoria.
All of these vessels have many weird quirks and design flaws, but the main issue that I have with every ship above is the shell's that they use.

They're all using HE Shells, now the type of the shell isn't exactly the problem since using HE allows the vessel to engage any target and still be effective to some degree which is great for an AI Build. The issue is that the shells they are using are very under powered for what they could be especially when about half of those listed above have 300mm+ main batteries and should be able to easily tear through armour if they were using something such as APHE.

There are 3 ways to address this problem, sorted by quickest method first.

1, Keep using HE but modify the shells to have more HE Filler and utilise the Shell racks better.

2, Switch to a different Shell type such as APHE.

3, Rebuild the turrets to have larger auto loaders for better shells, such as APHE.

switching to APHE would probably require reworking the APS since APHE needs more gunpowder to work well
HESH/HEAT(with some of the HE playoad having no special) or frag could still fully use the same internals and would still keep their flexibility
