It is EA so some things don't operate as they should. I do agree with you that it shouldn't sway back and forth. Having the AI allow the ship to deviate x amount of meters in either direction of the path before correcting would work. It would still go back and forth, but much less.
There could be an option for that in the Naval AI card already, not sure.
Having ships around the size of 25Lx25W usually allow you to customize your design so you'll be able to add on that lower center of mass. I'm sure you want something smaller then that, but you'll struggle with the AI zig zagging more and more the smaller you get.
