It basically guides the missile in the direction that You, or the AI aims at, which will make it easier for your missiles to lock onto the target, if it's using IR seekers.

I believe it's the one turn that makes the big missiles so good, I might have to convert the 3bys into 4bys so I can get that one turn (also in the video you can see the tiny ones doing damage at the end, i'm guessing they sensed the ship that close.
