...but seriously it depends on what you're after for testing.
A flock of Flying Squirrels is good for an AA test, a Barracuda for AA and anti-ship weaponry.
Paddlegun, Pirania and Moray for armor/mobility/survivability test
If you can beat that, you can probably take anything in the game.
Aside from that, I like to use the OW Telemachus for very small tests (it's a small, beefy, metal ship). Or for something a big larger, you can't go wrong with a Bastion!
A lot of the battles in this game can be situational. Perhaps the enemy uses many fast aircraft, in which cases lasers or effectively guided missiles would be your best weapons (while cannons would do very little). The exact same build would perform different vs. a fleet of OW ships, with their slow, heavy metal ships.
When I design something, it has an objective. 'Kill flyers, kill subs, tanking, ect.' Then when you test, simply see how well it accomplishes this objective - and base its worth on that.
Gunboat: Paddlegun, Water Buffalo, anything smaller than those two
Destroyer: Paddlegun, larger sea ships (excluding the Plunderer)
AA/Aircraft: Moray (for airships/airship killers), Flying Squirel (everything else)
Battleship/Battlecruiser: Plunderer, Onyx Watch Castle ships (high armour and volume of fire)
And lastly for a missile defence test, the Omega thruster craft. That thing shoots so many missiles.
