Torpedoes not going down to hit underwater targets
My torpedoes just go along in the surface and go over the submarines I am trying to hit, yes they are locking on, I know because they turn towards the target and when they inevitably overshoot they try to turn around, IVe trie a bunch of stuff like removing the one-turn then putting it back, adding more fuel, adding more control authority, etc. Any help?

Get a ballast module in them, because missiles/torpedoes float otherwise.

One ballast at max weight seems to make little diference, do i need to add more? or is it something else?

set buoyancy to 0 i think but it should tell it in the tool tips

Ballast at neutral buoyancy will allow the torpedo to maneuver without the upwards force, but it still needs to hit. Against submarines, a target prediction module should do the trick.

Showing us a screen shot of the torpedo may help and how you have set the ballast up.
